I agree that we definetly need to do something small as some point, not just plan multi-million dollar missions and hope that funding will materialize at the appropriate time. I know that right now, Space Coopertive is working on the software tools that would be used to run Space Decentral when it really gets going, and this might be a good way to test those project management tools.
However, tons of people have sent a gopro up on a weather baloon, and I don't think it would attract all that much attention. I think a better way to establish our credibility would be do demonstrate some kind of innovative space technology on the ground, like the regolith 3-D printing system for Coral, or the Lunar soil auto-conditioner idea proposed for SMAP.
